Gsoc coding runs for 3 months. And rules r little. Joomla admin would set some guidelines too.
Only rule I think use foss; be foss.
And the coder must be a student.
Creating a standard template and then using that to generate the MVC for the admin shouldn't be too hard, I mean we've all written one, well, nearly every time we've written a component! :)

Arunoda, this command line tools is a nice idea. I saw a couple of attempts to achieve this. The last one was 2009's GSoC project called JDevTools which I was mentoring. Unfortunately the development was stuck after GSoC.
