Try overriding using a local PHP.ini file. If this doesn't work, you'll need to speak with your host to see what's going on - they may not give access to do this.

did you double check that the setting from the .htaccess is really active? Take a look in the Joomla! admin area under "Help" --> "System info" --> "PHP settings" and confirm that display errors is really set to off.
