Local Estonian Company made a study to investigate what systems are used in Estonian web. The conclusion was, that most popular Open Source system used in Estonia is Joomla!

Joomla! was used in 16% of the studied pages. Systems that came in as second and third we're used on 6,7 % of pages.

@ Marco, thanks for digging. Wow. Interesting, indeed. @ Ivo, it would be nice if you could ask a few questions when visiting Estonia about WHY Joomla is dominant compared to the others. Would be good to get a feel on this.

@ Ivo: Nice to hear, that You're coming to Estonia. Are Going to be very busy here?

@ Peter: I think it's popular mostly on the same reasons, than in everywhere else in the world - it's easy. And I think that small number of Estonian speaking people (1,1 million) is also great argument. There are not many CMS's available in Estonian. Three out of five on the top five list are close sourced Estonian CMS's. So I would guess that full Estonian translation is great argument. But it's probably just one of the reasons.

@Peter Estonia is one of the first countries (1995!!!) to have, by law, "imposed" the FLOSS model, you can read more here http://www.osor.eu/case_studies/open-source-software-in-estonia-a-l...
So I guess it was a 'normal step' for people to choose Joomla, as it is the biggest/best CMS in the OS galaxy, seems pretty reasonable -yet not scientific- as an explanation or at least part of it. Anyway, Estonia has a record for being a pioneer in the matter.

Pretty much all european cities, sometimes whole regions and also countries are by law stating that the system used must be FLOSS. At least I've been working with govs and the latest years I didn't even had to convince them about the advantages of it, they are asking it as a condition in their RFP. Then again, signals from the EU Commission are somewhat : use OS ...but not too much ... if you know what I mean (lobby oh lobby) :)

As for the Drupal %, I guess that the critical mass of tech savvy engineers were already with their hands full of Joomla (rofl) dunno, maybe they didn't have a big Evangelist or Big Country Site to pull the wagons... ?
